Shiro must find out how quickly other branches of the Marines are at responding to this type of terrorist threat he is committing and where the new weapons would be coming from along with when and how he plans to intercept the new-coming weapons, essentially putting Loguetown on a Marine Weapon Lockdown for 48 hours so he can further his plans for Loguetown.
