Kai Shibetake's Character Equipment (The Great Marlins)

Equipment Name: The Great Marlins
Equipment Level: Level 1
Equipment Type: Bladed Shoes(Weapon)
Equipment Description: The Great Marlins is a pair of shoes equipped with blades that is inherited to Kai by his Master. It is said that it is one of the greatest equipment created during his age. The Great Marlins is said to being created using some rare ingredient as its basis. The shoes is said to be made with the skin of sea serpent who is said to be living in the deepest of sea and has a thick skin which harden when in contact with water. The blades is made with a mixtures of sea stones that been rumored can nullify Devil Fruits' power and the fangs of the sea serpent which can prevent blood clot causes further damages overtime and it is said that one who is bitten by it is a sure death awaits for him. The shoes also emit a blue like aura and it is rumored that there is one past wielder of it who can even use it to control existing water and has the power of healing although that rumor is yet to be decided and no one had ever been able to do that. It is said that only those who have truly bond and suit with it can use these powers as it looks like an ordinary shoes to normal people.

Can it actually do any of this or not? Knock off the rumor stuff and tell me what it actually does.

You have also failed to actually describe what these look like. I only know that they're shoes with blades on them somewhere. The top? The bottom? The sides?
